UKRI welcomes publication of open research reports

UK Research and Innovation (UKRI) welcomes the publication of two independent reports on open research, commissioned by government and published today. Both reports contain a series of recommendations for UKRI and other stakeholders.

The independent advice on Open Access in the UK, submitted by University of Sussex Vice-Chancellor Professor Adam Tickell, sets out a vision of sustainable open access to UK research, and value for money on public investment in research.

To achieve this Professor Tickell recommends that UKRI work together with other leaders in the sector to articulate a clear, UK-wide policy ambition for Open Access, underpinned by a coherent and harmonised UKRI policy on open access. He also recommends that UKRI fund open access in a way that delivers maximum value for the public pound, and to work together with other funders to closely monitor the transition to open access.   

A report on Open Research Data was submitted by the Open Research Data Task Force (ORDTF), chaired by Professor Pam Thomas, Pro Vice Chancellor for Research at the University of Warwick.

The ORDTF set out ambitions for open research data in the UK, in that data should be made findable, accessible, interoperable and re-usable. The report recommends that steps should be taken by stakeholders, including UKRI, in the following areas:

  • better incentives and fewer barriers for researchers to create and use open research data,
  • active leadership to coordinate roles, responsibilities and resources to implement open research data and its’ re-use
  • establish clear expectations on preservation of data and software, and promote greater harmonization of funder open research data policies,
  • ensure that researchers have access to user-friendly services
  • sustainable funding for open data services.

UKRI will use the advice on Open Access in the UK as input into the current review of its open access policies, as well as in discussions as part of our participation in cOAlition S.

Professor Duncan Wingham, UKRI Executive Champion for Open Research, said: “As set out in the UKRI Strategic Prospectus, open research plays an important role in maximising the impact of publicly-funded research and innovation.

“Open access to publications and open research data are both key priorities, and UKRI will carefully consider the reports in our current and future work.”
