Recent years, the number of livestock in Mongolia has steadily increased to nearly 80 million. This is economically beneficial, but it is too much of a degradation of grazing and adverse effects on wildlife. Livestock is a private property, so they cannot be directly ordered to reduce their numbers. However, the importance of linking the degradation of pastures to herder’s livelihood is crucial. WWF-Mongolia has been conducting regular training and advocacy activities on herders in this area, which now shows positive results and herders are considerate about protecting the pastureland.
In collaboration with other parties, WWF-Mongolia organized a meeting "Let’s listen to Herders" in November 2018 in several soums of Khovd and Gobi-Altai province of the Altai Sayan Ecoregion. The meeting was held as a mutual exchange and discussion form which enabled participants to express their interest and speak openly. During the meeting, a survey has been conducted and over 70% of herders supported the idea to pay a fee for pasture.
"Having a large number of livestock creates pastureland degradation. Therefore, it is important to use pastureland for optimal policy and by quota. It is also important to pay a certain amount of fee for pasture use, "said herders. The majority of herders support accountability of pastureland, therefore, a working group to develop a procedure has been established. It is planned that a fund will be established with the paid tax and it will be spend on pasture improvement.
