英文摘要	To achieve the Europe 2020 goals the EU installed the European semester; a yearly cycle of European policy coordination. Although it was supposed to effect the national level; it also influenced regional and local developments. Thus economic and fiscal governance in the European Union were boosted.This report presents two concepts for an indicator which measures regional progress (RPI henceforth). RPI henceforth aims to monitor and achieve progress towards the Europe 2020 objectives and gives advice to improve the instruments of the strategy. The report and its executive summary are available for download.To plan and implement the Europe 2020 strategy on the ground the Committee of the Regions (CoR) wants local and regional actors to be part of it. Their input could help to improve policy; for example by raising data to measure and present regional performance.Based on this knowledge the EU is able to find out if the Europe 2020 policy is successful and what regional or local development can be a role model for European politics as a whole. The EU can then use these role models to improve its growth and competitiveness. The indicator also shows whether Europe 2020 had a positive; negative or no effect on each region. This feedback helps to improve European regional policy as well.
