Executive secretary for the Emergency Prevention, Preparedness, and Response Working Group (EPPR) at the Arctic Council Secretariat, Tromsø, Norway

EPPR is one of six working groups of the Arctic Council and is mandated to contribute to the prevention, preparedness and response to environmental and other emergencies, accidents, and Search and Rescue (SAR). The EPPR Secretariat is housed at the Arctic Council Secretariat (ACS) in Tromsø, Norway.

The ACS has a full-time position available for an Executive secretary for EPPR who has demonstrated relevant experience with international project management and international relations and who is ready to take on a diverse portfolio of tasks while working in an international and multilingual environment.

Tasks

  • Assist the EPPR chair and provide secretarial support to the EPPR Working Group
  • Meeting preparations in coordination with the working group chair, e.g. draft and distribute meeting agendas and documents, practical meeting preparations, upload documents to sharepoint etc.
  • Participate in relevant meetings as needed
  • Organize videoconferences and/or online meetings as needed
  • Take minutes at meetings, draft meeting reports for the chair`s consideration and distribute report for approval
  • Diligently archive relevant correspondence and documents in ACS archives
  • Coordinate and liaise with other Arctic Council working groups and stakeholders as appropriate
  • Administrate and update the EPPR website, draft articles and manage social media in coordination with the EPPR chair and the ACS communication lead
  • Development of administrative procedures and guidelines
  • Report to the ACS director

Qualifications

  • Master´s degree in relevant field
  • Demonstrated experience with Arctic affairs and project management
  • Demonstrable experience working in the Arctic Council or in another international and preferably intergovernmental environment
  • Experience with providing secretarial support
  • Good knowledge of EPPR´s focus areas and tasks
  • Excellent English language skills
  • Strong organizational skills and rigorous attention to detail
  • Ability to multi-task, be proactive and work well under pressure
  • Excellent skills with Microsoft Word, Excel and Powerpoint
  • Eagerness to work in an international and multilingual environment
  • Service-mindset and ability to work well both independently and in teams
  • Working knowledge of another language spoken in one or more of the Arctic States is an advantage
  • Previous experience with working and living in the Arctic is considered an advantage

Requirements

In accordance with the ACS staff rules, article 5.2, applicants for this position must be a citizen of one of the eight Arctic States (Canada, Kingdom of Denmark, Finland, Iceland, Norway, Russia, Sweden, and USA). This is an absolute and non-negotiable requirement.

Terms and remuneration

The appointment is a four-year contract in the professional staff category with a six-month probation period. The contract may be prolonged for up to four years (eight years in total) if in the interest of the Arctic Council Secretariat.

The annual salary will be based upon qualifications and experience in accordance with the salary levels in the staff rules of the Arctic Council Secretariat, Schedule A, level 3 or 4. International staff members are exempt from taxation in Norway but are subject to an internal fee. Membership in the Norwegian social security scheme as well as a private pension scheme will be provided.

We offer flexible working hours with core working hours between 09.00 and 15.00. The ACS offers free mobile phone and home broadband, office subscriptions to newspapers, and an optional one- hour weekly workout during work hours. We encourage our employees to take relevant courses and training to foster professional development.
