IGES Biennial Update Report (BUR) Database provides key information reported in biennial update reports (BURs) submitted by Non-Annex I Countries to the UNFCCC. According to UNFCCC COP decision 2/CP.17, non-Annex I Parties, consistent with their capabilities and the level of support provided for reporting, should submit their first BUR by December 2014; the least developed country Parties and small island developing States may submit biennial update reports at their discretion. According to the decision, a BUR provides an update to the most recently submitted national communication in various areas including a national GHG inventory, information on national circumstances and institutional arrangements, mitigation actions and their effects, constraints and gaps, related financial, technical and capacity needs, support received, and domestic measurement reporting and verification. A National Inventory Report (NIR) may be submitted separately from the BUR.

This Database does not intend to assess each BUR according to the requirements of the guidelines, rather it aims to show the existing information included in reports.

Version 6: As of 18 March 2020

The Database covers GHG Inventory, Mitigation Actions and International Market Mechanisms, Support Needed, and Support Received. It includes information from 97 BURs submitted by 56 countries (56 First BUR, 31 Second BUR, and 10 Third BUR), submitted to the UNFCCC as of 18 March 2020.

Version5: As of 18 October 2019

The Database covers GHG Inventory, Mitigation Actions and International Market Mechanisms, Support Needed, and Support Received. It includes information from 85 BURs submitted by 50 countries (50 First BUR, 28 Second BUR, and 7 Third BUR), submitted to the UNFCCC as of 18 October 2019.

Version 4: As of 1 June 2019
The Database covers GHG Inventory, Mitigation Actions and International Market Mechanisms, Support Needed, and Support Received. It includes information from 72 BURs submitted by 44 countries (44 First BUR, 24 Second BUR, and 4 Third BUR), submitted to the UNFCCC as of 1 June 2019.

Version 3: As of 1 February 2019
The Database covers GHG Inventory, Mitigation Actions and International Market Mechanisms, Support Needed, and Support Received. It includes information from 68 BURs submitted by 43 countries (45 First BUR, 25 Second BUR, and 3 Third BUR), submitted to the UNFCCC as of 1 February 2019.

Version2.1 (as of 8 November 2018): coverage of the Database was added.
The Database covers GHG inventories, reported information on mitigation actions and international market mechanisms, support needed, and support received. It includes information from 58 BURs submitted by 42 countries (42 First BUR and 16 Second BUR), submitted to the UNFCCC as of 31 October 2018.

Version1.0 (as of 28 August 2018): this version of Database included GHG inventories data.
The Database included information on GHG inventories provided by 42 countries through 58 biennial update reports (42 First BUR and 16 Second BUR), submitted to the UNFCCC as of 24 August 2018.
