On May 20-24, 2019, the Taiwan Environmental Protection Administration (Taiwan EPA) and the Vietnam Ministry of Natural Resources and the Environment (MONRE) participated in a twinning technical exchange program in Taipei, Taiwan. The program, which was convened by the Environmental Law Institute in its capacity as the Secretariat for the International Network for Environmental Compliance and Enforcement (INECE) and the United States Environmental Protection Agency (US EPA), facilitated exchanges between the Vietnamese and Taiwanese agencies on three topics under review in the upcoming revision of Vietnam’s framework Environmental Protection Law: waste management, environmental impact assessment (EIA), and Extended Producer Responsibility (EPR). Through a series of presentations and site visits, participants discussed options for the implementation of laws and programs in these three areas, similarities and differences in their respective frameworks, and the aspects of each system that were desirable and effective. At the close of the program, the Vietnamese participants identified several options to advance the revisions to their law, including developing criteria and lists of controlled waste products, improving stakeholder engagement throughout EIAs, and implementing a per-bag waste fee collection system in Vietnam. The attached proceedings summarize the agenda and outcomes of the program. The twinning program continues the partnership between the US EPA and Vietnam MONRE that supports the development of effective environmental laws and governance in Vietnam.
