The Decision concerns the lists of installations that are eligible to receive free allocation in the allocation period 2021-2025. The national allocation tables include the final amount of free emission allowances per installation for each year in the allocation period.

In Article 1 of Commission Implementing Decision (EU) 2021/927, it was determined that no adjustment needs to be applied to the preliminary annual amounts of free allowances pursuant to Article 10a(5) of Directive (EU) 2003/87, as demand did not exceed the maximum amount available.

After the calculation of the cross-sectoral correction factor, Member States notified the final annual amounts of free allowances per installation by 2 June, pursuant to Article 14(7) of Regulation (EU) 2019/331 and the European Commission prepared their national allocation tables.

The Commission Decision instructing the Central Administrator to enter the national allocation tables into the EUTL was adopted today.

Based on this Decision, Member States will follow their national procedure for the issuance of free allowances.

The ETS Directive is under review as part of the ‘fit-for-55’ package. Should Articles 9 and 10a of the Directive 2003/87/EC be modified, the cross-sectoral correction factor and the final levels of free allocation may be subject to change for the allocation period from 2021 to 2025.
